What “executive” means on this desk

In-Kingdom hiring managers and Western headquarters both use executive recruitment in Saudi Arabia when the seat sits above a single package: a country manager, a vice-president of operations, a functional head of wells or projects, a general manager of an in-Kingdom contractor entity. We search for people who have already held a comparable mandate in the Gulf or a similar owner–contractor system.

Quota still governs the hire

Engineering localisation of 30% across 46 professions (SCE accreditation; SAR 8,000 floor) has been in force since 30 June 2026. Project-management professions move to 70% Saudization from 14 February 2027. An executive title does not suspend those rules. Timing a retained executive search into Saudi Arabia

Country, functional and programme leadership briefs often land in the September–early December wave (still-live budgets, desire to seat people before year-end) and again from January to the start of Ramadan (new budgets). Confidential approaches and board calendars stretch; starting a retain in midsummer usually means slower loops, not a closed market. An executive title still does not suspend Saudization — timing only affects how fast a shortlist can move.
