Permanent and staff only

Commissioning manager recruitment in Saudi Arabia

Last reviewed

We place commissioning managers and start-up leads into the Kingdom on a permanent or staff basis. We do not publish commissioning day-rates. Abu Dhabi AED figures are not Saudi figures, and we have not verified a SAR day-rate for this market.

Why permanent, and why this page is narrow

Commissioning manager recruitment in Saudi Arabia is a stay-and-own problem: systems completion, punch-list discipline, handover into operations. This desk takes permanent staff (or a secondment written as staff). We will not lead the site on a contract commissioning model. We do not publish commissioning day-rates. Abu Dhabi AED figures are not Saudi figures, and we have not verified a SAR day-rate for this market.

The neighbouring lanes stay distinct. A wells superintendent belongs on drilling superintendent recruitment. A project director belongs on oil and gas project director recruitment. This page exists so a hiring manager with a genuine start-up seat is not sent to a wells article.

Systems completion, then handover, then stay

The commissioning manager this desk will search for owns the window from systems completion through start-up and into operations. Construction may still be closing punch items; operations will later refuse a paper handover. The person holds that owner or EPC interface, resident in the Kingdom.

Systems completion

Mechanical-completion certificates, subsystem boundaries, and A- and B-punch discipline so a system can be energised. Completions-to-commissioning leads sit here when the product is a live plant, not a well.

Commissioning and start-up

Pre-commissioning — cleaning, tightness and leak tests, loop checks — then energisation, interlocks, DCS and SIS function tests, and dynamic commissioning. Start-up is first fire and first production or first product, still on the asset.

Handover is ready-for-start-up dossiers, operations acceptance, and punch close-out after first product. The hire who leaves at RFSU is not the hire this page is written for. We place people who remain through first production and stay into operations — that is why the desk is permanent or staff.

Seats that belong here

  • Commissioning manager or completions-to-commissioning lead, permanent
  • Start-up superintendent who will remain through first production or first product
  • Systems completion lead on an owner or EPC team, resident in the Kingdom

If the person is really a wells completions lead on a drilling campaign, that is the superintendent page. If they are an EPCM package manager on a minerals plant, that is mining and EPCM.

Localisation still applies

We do not treat commissioning as a loophole around the 30% engineering Saudization rule in force since 30 June 2026 (46 professions; SCE accreditation; SAR 8,000 floor). Western specialists are placed where the start-up capability is scarce and the establishment’s quota allows.

Timing a permanent commissioning manager retain

Systems-completion and start-up leads who will stay into operations need runway before first production or first product. Many owner and EPC teams open those permanent/staff retains in the autumn wave or early-year budget wave, so the hire is seated before Ramadan slows approvals and before summer leave. We still will not publish commissioning day-rates; Abu Dhabi AED figures are not Saudi figures. Localisation is not a seasonal loophole.

Hiring-manager questions

Permanent or contract commissioning?

Permanent or staff, or a secondment written as staff. We will not lead the site on a contract commissioning model.

Do you publish a commissioning day-rate?

No. We do not publish commissioning day-rates. Abu Dhabi AED figures are not Saudi figures, and we have not verified a SAR day-rate for this market.

Commissioning manager or wells completions lead?

If the person is really a wells completions lead on a drilling campaign, that is the superintendent page. This page is systems completion, start-up and stay into operations on a plant or facility.

Is summer a bad time to retain a commissioning manager?

Loops are often slower in July–August, but an asset approaching first production may still need an urgent staff hire. Tell us the planned first-product window; we will not switch this desk to a contract day-rate model.
